Quick note on the name: this is Certified Payroll Associates, Inc. of Brownsburg, Indiana. It’s not a construction-industry certified payroll compliance service, even though the phrase usually means prevailing-wage reporting on government jobs. This is a general small-business payroll and HR bureau.

Certified Payroll Associates runs its payroll through CyberPay and its time and attendance through Swipeclock, based on the login pages linked from its own site. Netchex builds its own platform, payroll, time, HR and benefits, and supports it with its own team.

Netchex vs. Certified Payroll Associates on Payroll and Time

Certified Payroll Associates’ site lists payroll processing and tax returns, HR services, background screening, paperless onboarding, time and attendance with mobile access, and workforce scheduling. That’s a solid list for a small or mid-sized employer, and its site copy leans on the phrase “precision payroll with a personal touch.”

What its site doesn’t name is a software vendor. Its employer and employee login pages route out to phoenix.cyberpayonline.com and ess.cyberpayonline.com, so payroll appears to run on CyberPay. Time punches route through swipeclock.com. That’s a workable setup, but it means two different companies’ products have to stay in sync for your numbers to be right.

Netchex writes its own payroll engine and its own time and attendance module, and Scheduler sits in the same system. When a crew runs long on a job site, the hours and overtime flow straight into payroll without crossing from one vendor’s product to another. Certified Payroll Associates lists HR services, background screening, labor law posters and benefits administration among what it offers, alongside its payroll and time products. Those are useful add-ons for an owner who’d rather not shop separately for each one.
