A dental office in Delray Beach just got its annual renewal from the group PEO it joined three years ago, rate hike attached, and the practice manager has an afternoon free to figure out what else is out there. That search usually turns up PayMaster, a Boynton Beach payroll shop that pitches itself as the PEO alternative. If you’re weighing Netchex vs. PayMaster, here’s what actually separates the two.

On paper the service lists look similar: payroll, HR, time and labor, benefits. Dig one layer down and the real difference shows up in who built the software underneath it and where each company’s client base actually sits.

The Short Version

PayMaster was established in 1995 and is still led by founder and CEO Romeo Chicco, whose site says he’s involved in day-to-day operations, not just the org chart. The company is headquartered in Boynton Beach, Florida, with a local phone number and a Chamber of Commerce badge on its homepage. Its own site says it serves clients with workforces from one person to thousands, reaching well beyond South Florida into Puerto Rico, the US Virgin Islands and Guam. Its pitch is squarely aimed at businesses tired of a PEO: “stop, relax and save with PayMaster instead,” as the homepage puts it.

Here’s the part PayMaster’s own site doesn’t say outright. Two independently indexed search results point to a page titled “Evolution Payroll” living on a PayMaster subdomain, and Evolution is a white-label payroll, HR and tax engine that dozens of independent bureaus license and rebrand as their own. We couldn’t load that page directly to confirm it firsthand, so treat this as moderate confidence rather than certainty, but the pattern (a client-branded “PayMaster HCM” front end sitting on a licensed backend) lines up with how Evolution is typically deployed.

Netchex took the opposite route. Founded in Louisiana more than 20 years ago for the businesses that keep America running, from restaurants and hotels to dealerships and clinics, Netchex builds and owns its payroll, time, HR and benefits platform outright. The US-based, FPC-certified support team answers 90% of calls in under a minute with first-call resolution, customers rate that service 4.8 out of 5, and Netchex holds an 8.9/10 Quality of Support score on G2.

Netchex vs. PayMaster on Payroll and Time

Give PayMaster its due on the tax side. Its service list includes federal, state and local tax filing, year-end processing and tax credit processing, plus payroll funding and a “Wages On Demand” option. Tax credit processing in particular is a real specialty that not every small bureau bothers to offer.

Time and labor management is listed among PayMaster’s services too, so this isn’t a case of a missing category the way it is with some smaller bureaus. What its site doesn’t spell out is whether that time tool lives natively inside the same system that runs payroll, or whether it’s a bolt-on layered over the underlying platform. That distinction matters more than it sounds like it should, because it decides whether a shift swap on Friday shows up correctly in Monday’s paycheck without someone re-entering it by hand.

Netchex keeps that question simple by design. Time and attendance and Scheduler run in the same system as payroll, so hours, shift swaps and overtime flow straight into pay. Whichever one you’re evaluating, ask directly whether the platform is built in-house or licensed from somewhere else. It’s a fair question and a good one to ask before you sign anything.

HR, Benefits and Compliance

PayMaster’s HR and benefits menu is genuinely broad on paper: online benefits enrollment, retirement plans, ACA, FSA, HSA, a premium-only plan, pay-as-you-go workers’ comp, an LMS, recruitment support, background checks and substance abuse testing. That’s more than most small regional bureaus try to cover, and it fits the PEO-alternative pitch: the idea is you get the breadth without handing over employment liability.

What the site doesn’t spell out is whether ACA reporting means PayMaster actually files the forms on a client’s behalf, or whether that piece runs through a separate vendor. Same question applies to some of the HR add-ons. Reasonable to ask before assuming everything under “HR Services” is handled by one team.

Netchex answers that question directly. With its in-house benefits solution, enrollment, ACA tracking, onboarding and hiring through Netchex Recruit all share one employee record, so a new hire only gets entered once. ACA Central tracks hours and coverage offers across full-time, part-time and seasonal staff, and Netchex files Forms 1094-C and 1095-C itself. If your headcount is creeping toward 50 full-time equivalents, the IRS reporting rules for applicable large employers are worth a read before your next open enrollment.

Netchex also works directly with a client’s existing CPA and benefits broker, so switching platforms doesn’t mean starting those relationships over.

Service and Support

Local, hands-on service is central to how PayMaster describes itself, and there’s real evidence behind it. Phone support runs weekdays from 8:30am to 7:00pm Eastern, the company’s own site frames itself in opposition to being treated as a client number, and the Better Business Bureau independently confirms an A+ rating with zero complaints closed against PayMaster in the last three years. Birdeye shows a 4.5/5 aggregate across 33 reviews, though the underlying review text mostly wasn’t accessible to check what’s actually behind that number.

The open question is what happens when a problem lives inside the software rather than on the account side. If PayMaster’s backend really is a licensed platform, a bug or a missing feature at the platform level isn’t something its own team can patch on its own timeline. Most weeks that gap is invisible. It shows up the morning a payroll calculation is wrong and two companies have to sort out whose issue it actually is.

PayMaster doesn’t publish pricing on its site, and we didn’t find an implementation timeline listed either. If you’re getting a quote, ask for both in writing: what’s included in the number, and roughly how long setup takes from signed agreement to first live payroll.

Who Each Is Built For

PayMaster may fit if: you want a founder-led local shop with a long track record, you’re specifically comparing it against a PEO and want to keep employment liability in-house, and you’re comfortable with a support model built around one office answering the phone rather than knowing exactly which company wrote the underlying software.

Netchex may fit if: you want the company that built your payroll platform to also be the company answering the phone, you run multiple locations or EINs and want a single login, and you’d rather have ACA filing and benefits enrollment share one employee record than track them separately.
