Tiered PTO Accrual and Carryover Rules: How to Simplify Employee Self-Service

Tiered PTO sounds like a good idea until someone has to actually run it. Accrual rates that increase with tenure, carryover caps that reset every January, and employees who just want to know how many days they have left. All of that has to work correctly, every pay period, for every employee.

Last updated: September 2026. Two employers we talked with this year have exactly this setup. PTO accrual that jumps at tenure milestones, plus a hard cap on how much time can roll over into the new year. Both have the same complaint. Their HR team is the only place employees can go to find out their own balance.

That’s not a policy problem. It’s a visibility problem, and it’s solvable.

What Tiered PTO Accrual Actually Requires

A tiered accrual policy pays out PTO at different rates depending on how long someone has worked there, often at set milestones like one year, three years, and five years. On paper, it’s a straightforward reward for tenure. In practice, it means the system calculating accrual has to know each employee’s hire date, current tier, and accrual rate, and recalculate correctly the moment someone crosses into a new tier.

Get that wrong, and an employee either accrues too little, which creates a real fairness issue, or too much, which becomes a liability on the books.

Carryover Caps Add a Second Layer of Complexity

On top of tiered accrual, both employers cap how much unused PTO can carry over into the new year. That means the system also has to track a rolling balance against a cap, apply the cap correctly at the right point in the year, and let the employee know what’s about to be lost if they don’t use it.

Unclear PTO accrual and carryover policies are a common source of employee dissatisfaction, according to SHRM research on employee benefits. A carryover cap that surprises an employee in January isn’t just a bad experience. It’s a policy failing to do its job.

Why “Just Ask HR” Isn’t a Real Self-Service Option

Right now, both employers rely on employees asking HR directly to find out their PTO balance. That works when a company has ten employees. It doesn’t work at scale, and it turns HR into a lookup desk instead of a strategic function.

Think about it from the employee’s side too. Not knowing your own PTO balance makes it harder to plan time off, and it puts the burden of tracking a benefit back on the person the benefit is supposed to help.

What PTO Self-Service Should Actually Look Like
