A dentist’s office on South Pearl Street in Denver has run payroll with the same local company since the Carter administration. Down the block, a nonprofit’s office manager still tells people a real human answers the phone every time she calls. That’s the reputation COPAC Payroll has built in Colorado. If you’re weighing Netchex vs. COPAC Payroll, here’s what’s actually different underneath the friendly voice on the line.

COPAC Payroll delivers its service on isolved, software another company builds. Netchex builds its own platform, payroll, time, HR and benefits, and supports it with its own team.

Last updated: September 2026. COPAC Payroll information comes from the company’s own website, BBB filings, and public listings. Netchex figures come from G2 and Netchex’s own customer data.

The Short Version

COPAC Payroll has processed payroll since November 1, 1974, according to BBB records, out of its office at 669 S. Pearl Street in Denver. Its own site says its specialty is locally owned and operated businesses, and it backs that with an error guarantee: if COPAC makes a mistake, that payroll run is free. The company holds an A+ BBB rating, though it isn’t BBB accredited, and the bureau shows zero complaints closed there in the last three years. That kind of steady, local trust doesn’t build overnight.

Netchex was founded in Louisiana more than 20 years ago for the businesses that keep America running: restaurants, hotels, dealerships, clinics. It’s one company from the code to the phone line. The US-based, FPC-certified support team answers 90% of calls in under a minute, customers rate that service 4.8 out of 5, and Netchex holds an 8.9/10 Quality of Support score on G2.

Netchex vs. COPAC Payroll on Payroll and Time

COPAC’s own marketing leans on being affordable and local: payroll and tax reporting for small to medium-size businesses, with a guarantee that a mistake on COPAC’s part means that payroll is free. The client login points straight to an isolved People Cloud portal, so the day-to-day screens, tax filing engine and time tools all come from isolved, not from COPAC itself.

What COPAC can’t change is the product underneath. It sells and services isolved, but isolved decides what the software does and when it gets updated.

Netchex writes its own payroll engine and its own time and attendance module, and Scheduler sits in the same system. So when a busy Saturday shift runs long, the hours and overtime flow straight into payroll without crossing from one vendor’s product into another. OneScreen Payroll pulls onboarding, overtime, benefits and taxes into one readiness view. Most teams wrap a run in under 15 minutes.

HR, Benefits and Compliance

COPAC’s public materials focus on payroll and tax reporting rather than a detailed HR or benefits suite; the deeper service pages weren’t available to review beyond what its site and testimonials describe. Because it runs on isolved, any HR or benefits tools a COPAC client does use come from isolved’s platform, not from COPAC itself.

Netchex keeps all of it on one employee record. With its in-house benefits solution, enrollment, ACA tracking, onboarding and hiring through Netchex Recruit share the same data, so a new hire’s details get entered once, not three times. ACA Central tracks hours and coverage offers across full-time, part-time and seasonal staff, which matters when headcount swings with the seasons. Netchex files Forms 1094-C and 1095-C, too. (The IRS reporting rules for applicable large employers spell out what’s required.)

Less re-keying. Fewer surprises at year end.

Service and Support

Service is the heart of COPAC’s pitch, and nine named customers back it up on its own Testimonials page. “A real human being STILL answers the phone!” says Laurel D., a nonprofit client of 18-plus years. Another, Steve L. in food service, writes: “You have provided us with excellent service and great advice for twenty years.” COPAC’s site also states that 98 percent of its new clients come from referrals, a number worth taking seriously coming from a company that’s been around for five decades.

The structural question is the same one every isolved reseller faces. isolved’s own support FAQ says employers who license isolved through a partner firm “receive support directly from that service provider”. Most days that means COPAC’s own team. But when the issue lives inside the software itself, it has to travel from COPAC to isolved and back again.

Netchex skips that relay. The people who answer the phone work for the company that wrote the code. Ninety percent of calls are picked up in under a minute with first-call resolution, and every customer has a dedicated Account Manager.

Netchex has the best support of any service provider I’ve ever worked with. There aren’t any hoops to jump through with Netchex support.

Implementation and Switching

Switching payroll providers isn’t something anyone looks forward to. What matters is how much of the work lands on your desk.

Netchex implementation is free and project-managed, usually wrapping up in about six weeks, with free data imports and a 96% implementation satisfaction score. One team owns it from the first data pull to the first live payroll.

COPAC doesn’t publish an implementation timeline on its site. If you’re comparing, ask for one in writing, and ask which steps COPAC handles directly and which depend on isolved.

Who Each Is Built For

COPAC Payroll may fit if: you’re a smaller, locally owned Colorado business, you value a team that’s been answering the same phone number for decades, and you’re comfortable with isolved as the software underneath.

Netchex may fit if: you run hourly or multi-location teams, you want one company accountable for the platform and the support, and you’d like time, scheduling and payroll in a single system wherever your locations are. For more on the isolved side, see our Netchex vs. isolved comparison.
