North Carolina uses a flat tax rate system, making withholding straightforward. The rate has been steadily declining in recent years as part of the state’s ongoing tax reform. The state uses standard deductions and allowances to determine taxable income. 

What Makes North Carolina Unique: North Carolina has a flat income tax rate of 4.5% for 2024, continuing a phased reduction to 3.99% by 2027. Employees complete Form NC-4 for state withholding.

State Income Tax (SIT)

North Carolina imposes a flat state income tax rate of 4.09% for 2026. Withholding is calculated by annualizing wages, subtracting the standard deduction and allowances, then applying the flat rate. Standard deductions are $12,750 for Single/Married/Surviving Spouse and $19,125 for Head of Household. Each allowance is worth $2,500. Tax amounts are rounded to the nearest dollar.

How to Set Up North Carolina Payroll Withholding

Follow these steps to begin withholding North Carolina payroll taxes for your employees: 

  1. Obtain your Federal EIN at irs.gov
  2. Register with the North Carolina Department of Revenue at ncdor.gov
  3. Register for SUTA with the NC Division of Employment Security at des.nc.gov
  4. Submit a Netchex tax team request to enable NC SIT and SUTA
