Overview

Iowa recently transitioned to a flat tax rate system, significantly simplifying withholding calculations for employers. The state uses its own Form IA W-4 with filing status codes that differ from most other states. 

What Makes Iowa Unique: Iowa is undergoing a significant multi-year tax reform, with the income tax rate dropping to a flat 3.8% in 2025. Employees complete Iowa Form IA W-4.

State Income Tax (SIT)

Iowa imposes a flat state income tax rate of 3.8% for 2026. The state transitioned from a progressive system to a flat rate in recent years. Employees complete Form IA W-4 to specify their filing status and allowances. The form has been updated to include a total withholding allowance dollar amount rather than a number of allowances.

Supplemental Wages

Iowa supports the following supplemental calculation methods. Supplemental wages such as bonuses and commissions will be calculated using the applicable method.

Employer State Unemployment Tax (SUTA)

Your assigned SUTA rate will be based on your company’s experience with unemployment claims. New employers typically start at the default rate of 1.0%.

How to Set Up Iowa Payroll Withholding

Follow these steps to begin withholding Iowa payroll taxes for your employees: 

  1. Obtain your Federal EIN at irs.gov
  2. Register with the Iowa Department of Revenue at tax.iowa.gov
  3. Register for SUTA with Iowa Workforce Development at iowaworkforcedevelopment.gov
  4. Submit a Netchex tax team request to enable Iowa SIT and SUTA
  5. Have each employee complete their tax forms with an automated onboarding task in Netchex, digitally storing tax forms
  6. Configure any additional tax settings in the employee profile
