A nonprofit finance director in Connecticut is trying to get open enrollment done before Thanksgiving, and she’s also fielding a COBRA question from someone who left in the spring. Whoever handles her payroll needs to cover a lot of ground with a small internal team. That’s the exact gap The Human Resource Consulting Group, known as HRCG, was built to fill. If you’re comparing Netchex vs HRCG, you’re looking at a small, founder-led HR consulting firm against a company that builds its own payroll platform, and that difference runs through almost every section below.

Here’s the short version. HRCG’s client portal points to isolved, software built by another company. Netchex builds its own platform, from payroll to time and attendance to benefits, and staffs its own support team.

Last updated: September 2026. HRCG information comes from the company’s own website, and from BBB and Clutch profiles. Netchex figures come from G2 and Netchex’s own customer data.

The Short Version

HRCG is based in Seymour, Connecticut, and both BBB and Clutch independently confirm it was founded in 1989. Founder and CEO Robin Imbrogno holds a master’s degree in human resource management and counseling, and the company describes itself as serving organizations with fewer than 1,000 employees across a long list of industries, including nonprofit, manufacturing, healthcare, retail and professional services. Clutch lists the team at 2 to 9 people, which is worth keeping in mind given how wide that service list runs.

Netchex was founded in Louisiana more than 20 years ago for the businesses that keep America running: restaurants, hotels, dealerships, clinics. It owns its platform end to end. The US-based, FPC-certified support team answers 90% of calls in under a minute, customers rate that service 4.8 out of 5, and Netchex holds an 8.9/10 Quality of Support score on G2.

Netchex vs HRCG on Payroll and Time

Picture a small manufacturer in the Naugatuck Valley running two shifts, with a handful of people in the office trying to close payroll before a plant walkthrough. Whoever runs that payroll needs shift data, overtime rules and pay to line up without extra steps.

HRCG’s own site lists payroll, plus time and attendance and scheduling, among its services. Because the software underneath is isolved, HRCG doesn’t set the product roadmap. What it can configure, and when new features land, comes from isolved, not from HRCG itself.

Netchex owns its payroll engine and its time and attendance module, with Scheduler built into the same system. Hours and shift rules flow straight into payroll, no partner layer in between. OneScreen Payroll pulls onboarding, overtime, benefits and taxes into one readiness view, and most teams finish a run in under 15 minutes.

HR, Benefits and Compliance

This is where HRCG puts real weight behind its name. Its site lists HR outsourcing and consulting, benefits administration with ACA reporting, COBRA and 401(k) support, recruiting and onboarding, talent management covering compensation, performance, learning and background checks, HR analytics, a mobile HCM app, and earned wage access. For a firm of 2 to 9 people, that’s an unusually broad menu, and it says something about how far a small, experienced team can stretch.

Netchex covers similar ground from inside one platform instead of a menu of add-ons. With its in-house benefits solution, enrollment, ACA tracking, onboarding and hiring through Netchex Recruit all share one employee record. ACA Central tracks hours and coverage offers across full-time, part-time and seasonal staff, and Netchex files Forms 1094-C and 1095-C. (The IRS reporting rules for applicable large employers explain what’s required.) Netchex also works directly with a client’s existing benefits broker and CPA.

Two different ways to cover the same territory. Both are legitimate, depending on how hands-on you want your HR team to be.

Service and Support

HRCG leans on its reputation. One client puts it simply: “Knowledge, personal service and attention to detail are the threads that make up HRCG” (Russ Mitchell, Co-President, Mitchells/Richards, via HRCG’s website). For a company that small, that kind of loyalty isn’t nothing.

Here’s the catch. Neither BBB nor Clutch shows any independent customer reviews for HRCG. Its BBB profile carries zero complaints and zero customer reviews on file, and its Clutch page shows the same, a 0.0 score across zero reviews. So the only public read on HRCG’s service comes from the company’s own website, not from an outside reviewer.

And like any isolved partner, HRCG sits between you and the software. isolved’s own support FAQ says employers who license isolved through a partner firm “receive support directly from that service provider”. Everyday questions go to HRCG. Anything deeper in the software has to travel further.

Netchex keeps that to one call. The company that writes the code also answers the phone. Ninety percent of calls are picked up in under a minute with first-call resolution, and every customer gets a dedicated Account Manager.

Netchex has the best support of any service provider I’ve ever worked with. There aren’t any hoops to jump through with Netchex support.

– Mary Lang, Accounting and Financial Control Director, Atlanta Air Charter

Implementation and Switching

HRCG doesn’t publish an implementation timeline anywhere on its site. If you’re evaluating it, ask directly, and ask how much of the setup work a team of 2 to 9 people can realistically carry alongside its existing client base.

Netchex implementation is free and project-managed, usually wrapping up in about six weeks, with free data imports and a 96% implementation satisfaction score. One team owns it from the first data pull to the first live payroll.

Who Each Is Built For

HRCG may fit if: you’re a smaller organization anywhere from Connecticut to elsewhere in the country, you want one experienced firm handling payroll, HR consulting, benefits brokerage and recruiting under one roof, and you’re comfortable with isolved as the software underneath.

Netchex may fit if: you want the software and the support to come from the same company, you’d like independently verified service ratings instead of a website testimonial, and you run hourly or multi-location teams. For more on the platform itself, see our Netchex vs. isolved comparison.
