5 Best GMS Alternatives for Home Health, Construction, and Trucking Companies

5 Best GMS Alternatives for Home Health, Construction, and Trucking Companies

Your home health agency added two counties this year. Your construction crews doubled for a big contract. Your trucking fleet grew by a dozen drivers. And every one of those hires raised the PEO bill, landed on a health plan you don’t own, and got a W-2 with someone else’s name on it. If that’s where you are, it’s time to look at GMS alternatives.

Group Management Services (GMS) is an IRS-Certified PEO based in Richfield, Ohio, founded in 1996 and still led by its founder. It knows blue-collar and caregiving work: fleet safety tools, workers’ comp claims support, and multi-rate payroll for home health. It’s also a co-employer, and its own FAQ says GMS appears as the employer on your employees’ W-2s.

Below are five options. One gets you out of co-employment completely. The other four are PEOs, and we’ll be honest about that.

Best GMS Alternatives at a Glance

  1. Netchex: Best for hourly, field-based employers ready to run payroll and HR themselves, with no co-employment.
  2. Insperity: Best for mid-sized companies that want to stay in a full-service PEO.
  3. TriNet: Best if you want a national PEO, or its HR Plus option without co-employment.
  4. Engage PEO: Best for businesses that want attorney-led HR compliance support inside a PEO.
  5. VensureHR: Best for owners who want a very large PEO network and accept frequent acquisitions.

How We Evaluated These GMS Alternatives

We asked the three questions that matter most to a growing home health, construction, or trucking company. Does the model require co-employment? Who controls payroll and HR changes when crews and caseloads shift every week? And how does the cost move as headcount grows?

Reviewer data comes from G2, Capterra, Trustpilot, StaffMarket, and independent PEO scoring where available. GMS details come from its own website and press releases. All of it was checked in September 2026.

1. Netchex: Your Crews, Your W-2s

Netchex isn’t a PEO. It’s payroll and HR software your team runs, so your caregivers, drivers, and field crews stay your employees under your own EIN. Your company is the one on their W-2s. You keep your own benefits plans and your own broker, and nobody else shares your employer status.

It’s built for hourly, multi-location businesses with lean HR teams. Payroll, time and attendance, benefits administration, recruiting, onboarding, and performance live in one system your admins configure themselves. Most teams run payroll in about 15 minutes with OneScreen Payroll. A US-based, FPC-certified team answers 90% of calls in under a minute, and every customer gets a dedicated Account Manager.

Leaving GMS is a real project, and Netchex manages it with you. Implementation is free, project-managed, includes your data import, and takes about six weeks.

Netchex has the best support of any service provider I’ve ever worked with. There aren’t any hoops to jump through with Netchex support.

StrengthsConsiderations
✓ No co-employment: your company is the employer on every W-2✗ No IRS-Certified PEO protections, since there’s no PEO relationship
✓ Your own benefits plans and your own broker✗ You’ll place your own workers’ comp policy through your broker
✓ Your admins control payroll and HR changes directly
✓ 4.8/5 customer satisfaction, 8.9/10 G2 Quality of Support
✓ Free, project-managed implementation, 96% implementation satisfaction

2. Insperity: Full PEO, Familiar Tradeoffs

Insperity is one of the best-known PEOs, and it fits companies that have outgrown informal HR but don’t want to build a department. Moving from GMS to Insperity is a sideways step, though. Your people would still be co-employed, and your benefits would still run through the PEO.

On G2, Insperity rates about 3.9/5 overall and 8.0/10 for Quality of Support. Review aggregators list premium, rising cost, rigid administrative processes, and service that can fade after onboarding among the most frequent complaints.

StrengthsConsiderations
✓ Established full-service PEO with broad benefits✗ Co-employment, same as GMS
✓ Dedicated implementation specialist at onboarding✗ Reviewers cite rising cost and rigid processes

Compare: Netchex vs. Insperity

3. TriNet: National PEO With an ASO Option

TriNet dates to 1988 and is based in Dublin, California. Its standard PEO is co-employment, like GMS. It also offers HR Plus, an ASO model that drops co-employment, for businesses that want outside HR help without sharing employer status.

Its named industry bundles include technology, finance, and nonprofits. Reviews are mixed: 3.9/5 on Capterra across 145 reviews and 1.4/5 on Trustpilot across 124, with Capterra reviewers flagging per-employee costs that rise at scale.

StrengthsConsiderations
✓ Long track record and national reach✗ Standard PEO is still co-employment
✓ HR Plus option without co-employment✗ Reviewers cite rising per-employee costs at scale

Compare: Netchex vs. TriNet

4. Engage PEO: Attorney-Led Compliance

Engage PEO was founded in 2011 in Fort Lauderdale, Florida, by Jay Starkman, a former employment lawyer. Kohlberg & Company took a majority stake in 2023. Reviewers often mention a dedicated HR attorney on their account, which is a genuine plus if wage-and-hour or caregiver classification questions keep you up at night.

It’s still a co-employment PEO. Review research also notes there’s no 24/7 support and no public demo or trial, and independent review volume is too thin to give it a meaningful rating.

StrengthsConsiderations
✓ Reviewer-cited dedicated HR attorney per account✗ Co-employment, same as GMS
✓ Personalized service, per reviewer summaries✗ No 24/7 support and no public demo

Compare: Netchex vs. Engage PEO

5. VensureHR: Very Large, Always Buying

VensureHR, founded in 2004 and based in Chandler, Arizona, is owned by Stone Point Capital and has grown through a long string of acquisitions, passing 100 deals in 2026. If you’ve watched GMS absorb other PEOs, Vensure runs the same playbook at a far larger scale.

VensureHR holds about 3.6/5 on G2 across 42 reviews and a 7.3/10 for Quality of Support. Reviewers mention an outdated platform, slow benefits processing, and fees that appeared after signing.

StrengthsConsiderations
✓ Very large national PEO network✗ Co-employment, plus frequent ownership and platform changes
✓ Named relationship contact for each client✗ Reviewers report unexpected fees after signup

Compare: Netchex vs. VensureHR

Why Field-Based Employers Leave GMS and Other PEOs

It rarely comes down to one bad pay run. It’s the model catching up with a growing company.

Your admins lose the controls. Processing, filing, enrollment, and compliance run inside the PEO’s service model and systems. At GMS, payroll has to be submitted and approved three business days before payday. When a caseload or job site changes on a Tuesday, your team is working around the PEO’s calendar.

Your employees become their employees. Co-employment makes the PEO an employer of record, and wages report under its tax ID. GMS’s name goes on the W-2, and coverage runs through its master health plan. Leave, and all of it moves back to you.

The fees keep stacking. GMS quotes the PEO individually, and its service-package page lists many extras as per-employee or additional charges, from timekeeping and performance management to off-cycle batches and fleet tracking. Every hire adds to the bill, on top of wages, taxes, premiums, and workers’ comp.

Direct payroll and HR software fixes all three. You keep the employer relationship, your admins keep the controls, and your cost isn’t tied to a co-employment fee. For the details on what IRS certification does and doesn’t cover, the IRS explains how Certified PEOs work.
