A Sarasota PEO is pitching Louisiana business owners on local, family-owned service. Fair enough. But if you run a company in Baton Rouge, Lafayette, or New Orleans, here’s a question worth asking first: why hand your employees to a co-employer at all? That’s what the Netchex vs. Florida Resource Management decision really comes down to.
Florida Resource Management, known as FRM, is a family-owned Professional Employer Organization founded in 2012 and based in Sarasota, Florida. It serves employers in seven Southeast states, Louisiana included. Netchex was founded in Louisiana in 2003. It’s payroll and HR software your team runs, and you stay the only employer your people have.
Last updated: September 2026. Netchex data sourced from G2. FRM details come from FRM’s own site, StaffMarket, and IRS public listings, checked September 2026.
The Short Version
FRM is a small, owner-run PEO. It handles payroll, workers’ comp through a large-group master policy, pooled health benefits, HR support, and safety programs, all under a co-employment agreement. You get a family business on the phone. You also get a co-employer, a fee quoted privately that follows your headcount, and payroll that runs inside FRM’s service model.
Netchex gives you payroll, time and attendance, benefits administration, recruiting, onboarding, and performance in one system, with no co-employer. Your own EIN, your own benefits plans, your own broker. Support is US-based and FPC-certified, answers 90% of calls in under a minute, and earns 4.8/5 customer satisfaction and an 8.9/10 G2 Quality of Support score.

Netchex vs. Florida Resource Management: Who Employs Your Team?
FRM is upfront about its model. Its site says it “operates as a co-employer” with its clients. In practice, that makes FRM an employer of record for your workforce. Wages report under the PEO’s tax ID, and the health plans your people enroll in come from a plan FRM pools across many client companies.
That pooled plan is the selling point. It’s also the catch. Your employees’ coverage depends on your relationship with FRM, and if you ever leave, you rebuild benefits, tax accounts, and workers’ comp in your own name. The employer your team sees on paper isn’t only you anymore.
One more thing to check. Many PEOs hold IRS Certified PEO status, which adds federal employment tax protections for clients. FRM doesn’t appear on the IRS public listings of certified, suspended, or revoked organizations. That’s not unusual for a small PEO, but you should know it before you sign.
Netchex never shares employer status with you. There’s no co-employment agreement to exit and no pooled plan holding your employees’ coverage. You pick the benefits and the broker, and Netchex administers them.
| Structure | Netchex | FRM |
| Who employs your people | You, as the sole employer | You and FRM, as co-employers |
| Tax ID your wages report under | Your own EIN | The PEO’s |
| Whose benefits plan it is | Yours, with your broker | FRM’s pooled large-group plans |
| IRS Certified PEO status | No PEO relationship, so none is involved | Not on the IRS certified list |
Who Controls Payroll and HR Workflows
FRM says co-employment doesn’t transfer authority over hiring, firing, or day-to-day supervision, and that’s true. You still manage your people. What moves is the machinery: payroll processing, tax filing, benefits enrollment, and workers’ comp administration run through FRM’s team on its PrismHR platform.
For a lean HR team, that difference shows up fast. Need to add a pay code for a new site, restructure approvals for a second shift, or pull a labor report your way? You’re requesting it from your PEO. Your timeline becomes their queue.
Netchex keeps the machinery in your hands. Your admins set up pay rules, approvals, and reports themselves, in one connected system. OneScreen Payroll gets most teams through payroll in about 15 minutes. And every customer has a dedicated Account Manager for the moments you do want backup.
I love the integrated platform. With our old payroll company you would have to make the same change in several different areas of the software. With Netchex, it only takes once. This system is so user-friendly, it makes training a breeze. And the customer service is second to none!

What It Costs as You Grow
FRM doesn’t post its fees. You get a quote after a consultation. Its own September 2026 cost guide tells business owners to work out their in-house cost per employee and run “a straightforward cost-per-employee comparison against a PEO fee structure.” That tells you how PEO fees behave: they’re counted per head.
So every hire raises the bill, and a fee tied to payroll rises with every raise. That fee comes on top of the costs you’d pay anyway: wages, employer taxes, benefit premiums, and workers’ comp. It’s easy to overlook at 20 employees and hard to ignore at 120.
Buyers of larger PEOs report the same pattern. Capterra reviewers of TriNet mention “rising per-employee costs at scale,” and review aggregators name rising cost as a leading complaint about Insperity. Before you sign any PEO, model the fee at the headcount you expect in three years.
Netchex doesn’t charge a co-employment fee layered over your benefits. You pay for software and service, and your benefits stay yours.
Service and Support
FRM’s reputation is personal service. Google reviews on its homepage praise named staff by first name, and it earns an A+ from the BBB, though it isn’t BBB accredited. That’s a real strength for a small employer who wants to know who’s answering.
Independent data is thin. On StaffMarket, FRM holds 4.00/5 from just two client ratings, and the lower one is pointed. That client wrote: “My biggest frustration is with the Workers Compensation program.” They added that their employees “feel less valued because of the way their WC claims have been handled.” The review is about nine years old, so weigh it accordingly.
Netchex’s numbers are public: 90% of calls answered in under a minute with first-call resolution, 4.8/5 customer satisfaction, 4.5/5 on G2, and an 8.9/10 G2 Quality of Support score, with a dedicated Account Manager for every customer.

The Louisiana Question
FRM’s Louisiana page speaks to Pelican State employers in maritime, energy, and hospitality, and its multi-state payroll work is real. It’s also written from Sarasota, by a company whose offices are in Sarasota, Port St. Lucie, and Pensacola.
Netchex has been a Louisiana company since 2003. It’s built for the hourly, multi-location businesses that make up so much of the state’s economy, with lean HR teams that need local-grade service without giving up their employer relationship.
Switching Considerations
Leaving any PEO takes planning. Employees return under your own EIN, benefits move out of the pooled plan and into your company’s name, and you’ll need your own workers’ comp policy in place of the PEO’s master policy. Payroll history comes along too.
Netchex runs that move as a free, project-managed implementation of about six weeks, with data import included and 96% implementation satisfaction. The team works directly with your benefits broker and CPA, so rebuilding benefits outside the PEO isn’t a solo job for your HR team.
The entire staff, from sales to implementation to service, has been stellar in their delivery. The culture of Netchex is one of a company that demonstrates the importance of relationships with clients.

Who Each One Is Actually Built For
Choose FRM if: you’re a small Southeast employer that wants to outsource payroll, workers’ comp, and benefits to a family-run co-employer, you value pay-as-you-go workers’ comp under a master policy, and you’re fine sharing employer status.
Choose Netchex if: you want your admins running payroll themselves, your employees working only for you, and costs that don’t swell with every hire. It’s built for hourly, multi-location businesses with lean HR teams, from a company that calls Louisiana home.

Frequently Asked Questions
Florida Resource Management (FRM) is a PEO, so your employees are co-employed and wages report under the PEO’s tax ID. Netchex is payroll and HR software your own team runs. You stay the sole employer, keep your own EIN, and choose your own benefits plans and broker.
FRM does not appear on the IRS public listings of certified, suspended, or revoked Certified Professional Employer Organizations, checked in September 2026. Certification gives clients certain federal employment tax protections. Ask any PEO you’re evaluating which entity would be your co-employer and whether it holds certification.
FRM doesn’t publish its fees and quotes each business after a consultation. PEO fees are typically charged per employee or as a percentage of payroll, so they rise as you hire or give raises. They’re added on top of wages, employer taxes, benefit premiums, and workers’ comp.
Netchex implementation is free, project-managed, and takes about six weeks, including your data import. The team helps move your workforce back under your own EIN and works with your benefits broker and CPA, so setting up benefits outside FRM’s pooled plan doesn’t land on your HR team alone.
