5 Best Paychex PEO Alternatives for Franchise and Multi-Location Owners

5 Best Paychex PEO Alternatives for Franchise and Multi-Location Owners

Opening your fourth franchise location should feel like a win. Instead, it means another round of paperwork routed through your PEO, another batch of employees enrolled in a benefits pool you don’t own, and a PEO invoice that climbs again. Owners who hit that point start searching for Paychex PEO alternatives, and they usually want more than a new logo on the same arrangement.

Paychex PEO is the co-employment side of Paychex, built largely on its 2018 purchase of Oasis Outsourcing. It’s an IRS-Certified PEO, and Paychex says on its own site that the “PEO files payroll taxes under its EIN.” That’s the core trade: Paychex runs the administration, and in return it shares your employer relationship and charges a fee that tracks your headcount.

Below are five alternatives. The first gets you out of co-employment entirely. The other four are PEOs, and we’ll be upfront about what that means for a growing multi-location business.

Best Paychex PEO Alternatives at a Glance

  1. Netchex: Best for franchise and multi-location owners who want to leave co-employment and run payroll and HR themselves.
  2. TriNet: Best if you want a national PEO, or its HR Plus option without co-employment.
  3. ADP TotalSource: Best for businesses that want to stay in a PEO with a strong master health plan.
  4. Insperity: Best for mid-sized companies that still want a full-service PEO.
  5. Justworks: Best for very small, tech-forward teams comfortable in a PEO.

How We Chose These Paychex PEO Alternatives

Franchise groups and multi-location operators feel a PEO’s limits sooner than most. So we judged each option on three things. Does it require co-employment? Who controls the payroll and HR work at each location? And how does the cost behave when you open the next site?

Review data comes from G2, Capterra, Trustpilot, and independent PEO reviews where we could verify it. Provider details were checked in September 2026.

1. Netchex: No Co-Employer, Every Location

Netchex is payroll and HR software, not a PEO. You stay the sole employer, wages report under your own EIN, and your benefits plans are yours, set up with your own broker and administered in Netchex. No pooled plan, no shared tax ID, no co-employment fee.

It’s built for hourly, multi-location businesses with lean HR teams. Payroll, time and attendance, benefits administration, recruiting, onboarding, and performance run in one system your team configures for each location. Most teams run payroll in about 15 minutes with OneScreen Payroll. Every customer gets a dedicated Account Manager, and a US-based, FPC-certified team answers 90% of calls in under a minute.

Moving off Paychex PEO is a real project. Netchex handles it with free, project-managed implementation that includes your data import and takes about six weeks.

Netchex has the best support of any service provider I’ve ever worked with. There aren’t any hoops to jump through with Netchex support.

StrengthsConsiderations
✓ No co-employment: you stay the sole employer✗ No IRS-Certified PEO protections, since there’s no PEO
✓ Your own benefits plans and broker✗ Leaving a PEO takes a planned implementation, about six weeks
✓ Your team controls payroll and HR at every location
✓ 4.8/5 customer satisfaction, 8.9/10 G2 Quality of Support
✓ 96% implementation satisfaction

2. TriNet: A National PEO With a Non-PEO Option

TriNet is one of the biggest PEOs in the country. Its main product is co-employment, the same structure as Paychex PEO. The difference is HR Plus, an ASO model without co-employment that absorbed the Zenefits customer base after TriNet acquired Zenefits in 2022.

On Capterra, TriNet reviewers flag limited customization within industry bundles, rising per-employee costs at scale, and inconsistent account rep continuity. For an owner adding locations, the cost complaint is the one to test.

StrengthsConsiderations
✓ National scale and broad PEO benefits✗ Standard PEO is still co-employment
✓ HR Plus option without co-employment✗ Reviewers cite rising per-employee costs at scale

Compare: Netchex vs. TriNet

3. ADP TotalSource: Big Benefits, Same Structure

ADP TotalSource is ADP’s IRS-Certified PEO, based in Miami. Its strength is benefits: a master health plan with national carriers, and Business.com named it the best PEO for benefits administration in 2026. It runs on ADP Workforce Now. It’s still co-employment, though, so it’s a lateral move from Paychex PEO.

TotalSource doesn’t publish its rates, and recruiting and time tracking are paid add-ons. A PEO broker’s review cites “concerns about the high cost of the service, lack of transparency in quotes and fee structures.” Its G2 Quality of Support score is 8.2/10.

StrengthsConsiderations
✓ Strong master health plan with national carriers✗ Co-employment, same as Paychex PEO
✓ IRS-Certified PEO with a stable public parent✗ Reviewers cite high cost and opaque fees

Compare: Netchex vs. ADP

4. Insperity: Full PEO, Thinner Reviews

Insperity is a long-standing full-service PEO whose sweet spot is businesses that have outgrown informal HR without building a department. Switching from Paychex PEO to Insperity changes your co-employer, not your structure.

Insperity sits around 3.9/5 on G2 with an 8.0/10 Quality of Support score. Review aggregators list premium, rising cost, rigid administrative processes, and service that can fade after onboarding among the top complaints.

StrengthsConsiderations
✓ Established PEO with broad benefits access✗ Co-employment, same as Paychex PEO
✓ Dedicated implementation specialist at onboarding✗ Reviewers cite rising cost and rigid processes

Compare: Netchex vs. Insperity

5. Justworks: Clean Interface, Small-Team Fit

Justworks, founded in New York in 2012, targets small, tech-forward teams with a clean interface and simple setup. It’s a PEO too, so it keeps the co-employment arrangement most Paychex PEO clients are trying to leave.

Sentiment on Trustpilot is poor: 1.9/5 across 34 reviews, with complaints about slow or unresponsive support. One reviewer said the platform felt thin past 100 employees, which is a warning sign for a growing franchise group.

StrengthsConsiderations
✓ Modern, easy-to-use interface✗ Still co-employment
✓ Simple setup for small teams✗ 1.9/5 on Trustpilot, with support complaints

Compare: Netchex vs. Justworks

Why Multi-Location Owners Leave Paychex PEO

It rarely happens all at once. Each new location makes the same three problems a little harder to ignore.

You stop running your own back office. Paychex’s PEO team handles processing, filing, enrollment, and compliance. Your managers ask instead of doing, and store-level changes wait on someone else’s queue.

Your employees become Paychex’s co-employees. The PEO files payroll taxes under its EIN and enrolls your people in its pooled benefits group. The more locations you add, the more people you’ll eventually have to move back.

The fees grow with you. Paychex doesn’t publish PEO rates, PEO fees typically scale per employee or with payroll, and reviewers describe billing errors, mid-contract changes, and termination fees. It all lands on top of wages, taxes, premiums, and workers’ comp.

Direct payroll and HR software removes all three. You keep the employer relationship, your team keeps control, and your costs aren’t tied to a co-employment fee. The IRS explains what Certified PEO status covers if you want to weigh exactly what you’d be leaving.
