5 Best Peoplease Alternatives for Trucking, Construction, and Blue-Collar Businesses

5 Best Peoplease Alternatives for Trucking, Construction, and Blue-Collar Businesses

You joined a PEO because workers’ comp was eating you alive. It fixed that. Now your office manager has to get payroll data in two days early, your drivers are technically co-employed by someone else, and the monthly invoice keeps rising with every hire. If that’s where you are, it’s worth looking at Peoplease alternatives before your next renewal.

Peoplease is a Professional Employer Organization founded in Charleston, South Carolina, in 1994. It’s private equity-backed, grew by buying the trucking PEO TLC Companies and two Florida PEOs, and focuses on transportation, construction, staffing, and other blue-collar work. It’s good at hard-to-place workers’ comp. It’s also a PEO, with everything that comes with one.

Below are five options. One takes you out of co-employment altogether. The other four are PEOs, and we’ll say so plainly for each. (Note: Peoplease is not the same company as People Lease, the Mississippi PEO.)

Top Options at a Glance

  1. Netchex: Best for trucking, construction, and hourly businesses ready to run their own payroll and HR, with no co-employment.
  2. TriNet: Best if you want a large national PEO, or its HR Plus option without co-employment.
  3. Insperity: Best for mid-sized companies that still want a full-service PEO.
  4. CoAdvantage: Best for businesses that want a PEO with a lighter, non-PEO entry tier.
  5. Justworks: Best for very small office teams that are fine staying in a PEO.

How We Evaluated These Peoplease Alternatives

Blue-collar operators tend to hit the same three walls with a PEO. Who controls payroll when hours change late in the week? Who is the legal employer of your drivers and crews? And what happens to the fee as your payroll grows?

We scored each option on those questions, using G2, Capterra, Trustpilot, and third-party PEO scoring where it exists. Everything was checked in September 2026.

1. Netchex: Your Crews Stay Your Crews

Netchex isn’t a PEO. It’s payroll and HR software your own team runs, so you stay the sole employer and your wages report under your own EIN. You keep your own benefits plans and your own broker, and Netchex administers them. No one else shares your employer relationship.

That changes the Wednesday scramble, too. Payroll, time and attendance, benefits administration, recruiting, onboarding, and performance run in one system your admins configure, and most teams finish payroll in about 15 minutes with OneScreen Payroll. It’s built for hourly, multi-location businesses with lean HR teams. When you need a hand, a US-based, FPC-certified team answers 90% of calls in under a minute, and every customer has a dedicated Account Manager.

Moving off Peoplease takes planning, and Netchex runs it as a managed project. Implementation is free, includes your data import, and takes about six weeks.

The entire staff, from sales to implementation to service, has been stellar in their delivery. The culture of Netchex is one of a company that demonstrates the importance of relationships with clients.

StrengthsConsiderations
✓ No co-employment: you remain the sole employer✗ No bundled workers’ comp program like a PEO’s
✓ Your own benefits plans and your own broker✗ Leaving a PEO takes a planned implementation, about six weeks
✓ Your admins run payroll on your schedule, in about 15 minutes
✓ 4.8/5 customer satisfaction, 8.9/10 G2 Quality of Support
✓ Free, project-managed implementation with 96% implementation satisfaction

2. TriNet: Bigger PEO, Optional Way Out

TriNet is one of the country’s largest PEOs, and its standard offering is co-employment, just like Peoplease. What sets it apart is HR Plus, an ASO model with no co-employment. HR Plus took in the former Zenefits customer base after TriNet bought Zenefits in 2022.

TriNet builds its PEO around industry bundles, and Capterra reviewers say those bundles limit customization. They also mention rising per-employee costs at scale and uneven account rep continuity. For a trucking or construction firm leaving Peoplease over cost, the per-employee complaint matters most.

StrengthsConsiderations
✓ Large national PEO with broad benefits✗ Core PEO is still co-employment
✓ HR Plus option without co-employment✗ Reviewers report rising per-employee costs at scale

Compare: Netchex vs. TriNet

3. Insperity: Full-Service PEO, Softer Reviews

Insperity is a well-known PEO aimed at companies that have outgrown informal HR but don’t have a full department. Switching from Peoplease to Insperity swaps one co-employer for another. Your team would still share employer status with a PEO.

Reviewers are lukewarm. Insperity sits around 3.9/5 on G2 with an 8.0/10 Quality of Support score. Review aggregators flag premium, rising cost, rigid administrative processes, and service that can fade once onboarding ends.

StrengthsConsiderations
✓ Established PEO with wide benefits access✗ Co-employment, same as Peoplease
✓ Dedicated implementation specialist during onboarding✗ Reviewers cite rising cost and rigid processes

Compare: Netchex vs. Insperity

4. CoAdvantage: Tiered PEO, Tough Exit Scores

CoAdvantage merged with PrimePay in 2025, with both owned by Aquiline Capital Partners. The combined company offers a lighter, non-PEO tier next to its full co-employment PEO. It also has a familiar face: Peoplease’s current CEO previously ran CoAdvantage.

Watch the exit terms. An independent PEO scoring writeup from rfp.wiki gives CoAdvantage 2.6/5 for exit and data portability, citing reviewer reports of trouble regaining access after leaving and paid requests for prior-year forms. It scores cost transparency at 2.7/5.

StrengthsConsiderations
✓ Non-PEO tier alongside the full PEO✗ Full PEO tier is still co-employment
✓ Dedicated HR team for PEO clients✗ Low third-party scores for exit and cost transparency

Compare: Netchex vs. CoAdvantage

5. Justworks: Clean Interface, Wrong Fit for Most Fleets

Justworks, founded in New York in 2012, is designed for small, tech-forward office teams. Setup is simple and the interface is easy to use. It’s still a PEO, and it isn’t built around blue-collar workforces, so trucking and construction buyers should look hard before moving.

Customer sentiment on Trustpilot is poor: 1.9/5 across 34 reviews, with repeated complaints about slow or unresponsive support. One reviewer said the platform felt thin past 100 employees.

StrengthsConsiderations
✓ Modern, easy interface✗ Still co-employment
✓ Quick setup for small teams✗ 1.9/5 on Trustpilot, with support complaints

Compare: Netchex vs. Justworks

Why Blue-Collar Businesses Outgrow Peoplease and Other PEOs

Peoplease has real strengths. Its pay-as-you-go workers’ comp through Chubb, its willingness to take on high experience mods, and its DOT and certified payroll support are genuinely useful for a young fleet or a small contractor. Businesses usually leave for other reasons.

Your admins stop controlling payroll. Peoplease’s own FAQ says payroll data must reach the PEO 48 hours before pay date. Processing, filing, and enrollment happen on the PEO’s platform. When a load runs late or a crew works the weekend, your team asks for changes instead of making them.

Your employees become their employees. Co-employment makes the PEO an employer of record, and wages report under its tax ID. Your drivers have two employers on paper. Leaving means moving tax accounts, payroll history, coverage, and any PEO benefits back into your own name.

The fee keeps climbing. Peoplease quotes privately, and the PEO Reviews directory lists its fee structure as percentage-based. Every new driver, raise, and overtime-heavy peak season adds payroll, and the fee rises with it, on top of wages, taxes, premiums, and workers’ comp.

Direct payroll and HR software solves all three. You keep the employer relationship, your team owns the workflow, and there’s no co-employment fee riding on your payroll. If you want to understand what IRS certification does and doesn’t cover in a PEO, the IRS explains Certified PEOs here.
