Here’s a line straight from Paychex’s own PEO page: the “PEO files payroll taxes under its EIN.” Read it twice. It means that once you sign, the tax ID on your employees’ wages isn’t yours anymore. That single detail sits at the center of the Netchex vs. Paychex PEO decision.
Paychex PEO is the co-employment arm of Paychex, the Rochester, New York payroll company. Much of it came from Oasis Outsourcing, which Paychex bought in 2018, and it’s an IRS-Certified PEO. Netchex is payroll and HR software you run yourself, so you stay the only employer. Comparing Paychex’s payroll software instead? Our Netchex vs. Paychex comparison covers that.

The Short Version
Paychex PEO puts payroll, tax filing, benefits, workers’ comp, and HR support under one co-employment agreement. Your business joins Paychex’s pooled benefits group, and a Paychex team handles the administration. The cost of that convenience: shared employer status, a service model you work inside rather than configure, and a fee that grows with your headcount.
Netchex gives franchise and multi-location owners the same core coverage while keeping every decision in-house. You file under your own EIN, offer your own benefits through your own broker, and get support from a US-based, FPC-certified team rated 4.8/5 for customer satisfaction.

Netchex vs. Paychex PEO: Who Is the Employer?
Paychex describes co-employment as a contract where the PEO and your business “share specific employer responsibilities.” In practice, Paychex takes over payroll processing, tax filings, benefits administration, and workers’ comp. Your wages report under the PEO’s EIN. Your employees enroll in Paychex’s benefits group. You keep supervision and daily operations.
For a franchise owner with four locations, that split matters more than it sounds. The people who work your counters and kitchens now have their wages reported under another company’s tax ID. And the benefits they rely on belong to a pool you don’t control. If you ever leave, all of it has to be moved back into your company’s name.
Credit where it’s due: Paychex PEO appears on the IRS list of Certified Professional Employer Organizations, which gives clients defined federal employment tax protections. That’s a meaningful credential. It still leaves a co-employer in the middle.
Netchex never becomes your co-employer. Your EIN stays on every paycheck, and your employees’ benefits are plans you set up with a broker you chose.
| Structure | Netchex | Paychex PEO |
| Who employs your people | You, as the sole employer | You and Paychex, as co-employers |
| Tax ID your wages report under | Your own EIN | The PEO’s EIN, per Paychex’s own site |
| Whose benefits plan it is | Yours, with your broker | Paychex’s pooled benefits group |
Who Controls the Day-to-Day Work
Paychex assigns PEO clients a team: a Client Advocate, an HR Business Partner, a Safety Specialist, and a Payroll Specialist. That’s real help. It also tells you how the model works. Changes go through people on Paychex’s side, and the processing happens on Paychex’s systems.
Multi-location owners run into this fast. A new store needs its own pay rules. A manager needs a report cut by location. Business.com’s review notes that Paychex Flex custom reporting “isn’t very intuitive,” and in a PEO you’re often asking someone else to build it anyway.
With Netchex, your team makes those changes directly. Payroll, time and attendance, benefits administration, recruiting, onboarding, and performance sit in one system you configure. Most teams run payroll in about 15 minutes on OneScreen Payroll.
I love the integrated platform. With our old payroll company you would have to make the same change in several different areas of the software. With Netchex, it only takes once. This system is so user-friendly, it makes training a breeze. And the customer service is second to none!

How the Fees Add Up
Paychex doesn’t post its PEO rates. Business.com’s review lists that as a con: you have to go through the sales process to find out what it costs. PEO fees are generally set per employee or as a percentage of payroll, which means each new location and each round of raises pushes the bill higher.
Paychex’s own FAQ adds a nudge. Clients aren’t required to use every PEO service, it says, but using the full scope “maximizes your investment.” Add the PEO fee to wages, employer taxes, benefit premiums, and workers’ comp, and you’re looking at a stack of costs that grows with every hire.
Reviewers describe the rest. Complaints collected across review sites mention erroneous fees and overcharges after moving to Paychex’s PEO, plus rate or term changes mid-contract. Reviewers on ConsumerAffairs and Trustpilot also describe termination fees when they tried to leave. One reviewer’s advice: get a complete, itemized fee schedule and every termination clause in writing before you sign.
Netchex has no co-employment fee to stack, because there’s no co-employment. Your benefits costs are set between you, your broker, and your carrier.
Service and Support
Paychex’s multi-person PEO team looks good on paper, and Business.com’s editors rate the PEO highly. The broader Paychex review record is rougher. On G2, its Paychex Flex listing, the platform PEO clients log into, sits at 4.1/5 with an 8.3/10 Quality of Support score, and reviewers there name poor customer support as a top con.
Netchex posts 4.5/5 on G2 and 8.9/10 for Quality of Support. Every customer has a dedicated Account Manager, and 90% of calls are answered in under a minute, with first-call resolution.

A Vendor in Consolidation Mode
Paychex bought Oasis, then the largest privately owned PEO in the country, in December 2018, and has since retired the Oasis brand. Legacy Oasis clients now log in to “Paychex Oasis.” In April 2025, Paychex completed its acquisition of Paycor, adding a second HCM platform.
Big parents bring stability, and that’s a fair point in Paychex’s favor. Consolidation also brings change: rebrands, platform moves, and shifting priorities. When your employer relationship is part of the package, it’s worth asking where your account fits in that roadmap.
Switching Considerations
Leaving Paychex PEO means reversing co-employment: moving employees back under your EIN, rebuilding benefits in your name, replacing the PEO’s workers’ comp coverage, and bringing payroll history across. Check your agreement’s termination provisions before you set a date.
Netchex treats that as a managed project. Implementation is free, project-managed, includes your data import, and takes about six weeks, with 96% implementation satisfaction. The team works directly with your benefits broker and CPA so nothing falls through the cracks between locations.
Who Each One Is Actually Built For
Choose Paychex PEO if: you’re a small business that wants to outsource HR, benefits, and workers’ comp to one provider, you value IRS-Certified PEO protections, and you’re comfortable sharing employer status with Paychex.
Choose Netchex if: you run multiple locations or a franchise group, you want your team making its own payroll and HR changes, and you want your employees to stay your employees. Netchex is built for hourly, multi-location businesses with lean HR teams.

Netchex works like payroll software, so you stay the sole employer with your own benefits.
No. Paychex quotes PEO clients through its sales process. PEO fees are usually per employee or a percentage of payroll, so they rise with each hire and raise. Reviewers also describe billing errors, mid-contract changes, and termination fees, so ask for an itemized fee schedule and termination terms in writing.
Yes, in effect. Paychex acquired Oasis Outsourcing, then the largest privately owned PEO in the US, in December 2018, and has since folded the Oasis brand into Paychex. Former Oasis clients now sign in to Paychex Oasis. Paychex separately completed its acquisition of Paycor in April 2025.
Netchex implementation takes about six weeks. It’s free, project-managed, and includes your data import.
